ToR for a Consultancy position at Terre des Hommes Germany

Position: Researcher – Safe AI Use for Children: Literature Review, Stakeholder Mapping, and Expert Interviews

Location: Remote
Duration: 6 months 
Reporting to: Terre des Hommes Germany
Start Date: Ideally mid-August, September 2025 at the latest

Scope of the Consultancy: The consultant is expected to work up to 260 hours over a period of six months (August 2024 – January 2025). The distribution of hours per week or month may vary depending on the needs and deliverables of the project.

 

1. Background

Terre des Hommes Germany (TDH Germany), in collaboration with SOS-Kinderdörfer weltweit, is undertaking a pre-study to better understand the intersection of artificial intelligence (AI) and children’s rights. The study aims to map key stakeholders, review relevant literature, and gather expert insights to identify current trends, challenges, and opportunities for ensuring the safe use of AI for children.
 

2. Objectives

  • To conduct a comprehensive literature review on the safe use of AI for children.
  • To map and engage key stakeholders working at the intersection of AI and child protection.
  • To conduct and analyze expert interviews and facilitate brainstorm sessions to inform future project planning.
     

3. Scope of Work and Key Responsibilities

The consultant will be responsible for the following tasks:
 

A. Literature Review

  • Conduct a thorough review of existing literature, reports, and studies on AI and child protection.
  • Summarize key findings, trends, challenges, and opportunities.
     

B. Stakeholder Mapping

  • Expand and update the mapping of key stakeholders, including:
    • Civil society organizations
    • Tech companies
    • Governmental institutions
    • Research institutes and practitioners
  • Identify and document leading stakeholders globally.
     

C. Stakeholder Engagement and Expert Interviews

  • Identify and contact at least three key stakeholders per group (total of 12 experts).
  • Prepare semi-structured interview questions tailored to each stakeholder group.
  • Schedule and conduct 12 in-depth interviews (3 per group).
  • Record, transcribe, and analyze interview data to extract key insights on risks, empowerment, participation, and protection of children in the context of AI.
     

D. Brainstorm Sessions

  • Prepare and facilitate one or more brainstorm sessions on potential policy and/or support interventions with relevant stakeholders.
  • Document and report on the outcomes of these sessions.
     

E. Reporting

  • Prepare a comprehensive final report summarizing:
    • Literature review findings
    • Stakeholder mapping
    • Key insights from expert interviews
    • Outcomes of brainstorm sessions
    • Recommendations for future action
       

4. Deliverables

  • Literature review summary
  • Updated stakeholder mapping document
  • Interview guides and consent forms
  • Transcripts and analysis of 12 expert interviews
  • Brainstorm session materials and summary report(s)
  • Final comprehensive report, consisting of:
    • a public version (for publication)
    • an internal version (including additional recommendations for internal use and next steps)
       

5. Required Qualifications and Experience

  • Advanced degree in social sciences, child protection, technology, or related field
  • Proven experience in qualitative research, including literature reviews and conducting interviews
  • Strong analytical and writing skills
  • Familiarity with AI, digital rights, and child protection issues
  • Excellent communication and organizational skills
  • Fluency in English
  • A broad network in the field of AI and children’s rights would be an asset
     

6. Timeline

  • The deadline for submitting the full report is January 31st, 2026; however, early submission is of course welcome.
