Berlin/Osnabrück, June 10, 2025. On Tuesday, June 17, Terre des Hommes and Welthungerhilfe will present this year's "Compass 2025 – On the Reality of German Development Policy".
After years of growth, public development aid is declining dramatically. These cuts have serious consequences for international development cooperation and humanitarian aid. How will the German government respond, and what impact will this have on the 2025 budget and subsequent years?
German development policy is already under pressure: questions of legitimacy, geopolitical upheavals, and escalating conflicts are colliding with shrinking budgets. This year's Compass report therefore poses the central question: "Quo vadis development cooperation and humanitarian aid?" The increasingly dramatic situation in light of humanitarian crises – for example, in the Gaza Strip and Sudan – underscores the urgent need for political answers to this question. The report outlines the opportunities and possibilities for groundbreaking decisions.
