Afghanistan recording program of the federal government does not meet requirements
Osnabrück, October 17, 2022 - The International Child Rights Organization Terre des Hommes welcomes the fact that the Federal Government has finally passed a recording program for particularly endangered people in Afghanistan. However, there is plenty of late 14 months after the Taliban was taken over and does not meet the requirements in all points.
»We are relieved that the federal reception program Afghanistan has been decided today. It can open up a safe access to Germany due to their commitment to women, child and human rights in Afghanistan. The program can also be a solution in individual cases for women and girls who are pursued due to their gender. However, we would have expected children to be recognized as a group of their own in the federal reception program, «explained Beat Wehrle, spokesman for the board of Hommes.
In Afghanistan in particular, child -specific persecution such as forced marriages and forced recruitment is omnipresent. Terre des Hommes currently sees no chance that these child -specific threats will lead to boys. Girls who, for example, threatens the forced marriage with a member of the Taliban, will also find it difficult to be accepted. As with the other groups in need of protection, their admission is limited to people who experience specific violence or persecution due to special circumstances of the individual case - a restriction that is not made in the event of activity -related risk.
Terre des Hommes welcomes that people can also be accepted away from the nuclear family, but criticizes the design of the program. Up to 1,000 people should be recorded per month. The prerequisite is that the case is submitted by a registered German non -governmental organization. A direct application is not possible for endangered persons.
»The recording program is stretched for many months instead of bringing as many people as possible to safety as possible in view of the search waves and increasing threats. Anyone who has no contacts to report right -wing German non -governmental organizations will be particularly difficult. Instead of good contacts, however, vulnerability and danger should be the decisive factor, «criticized Beat Wehrle. »After all, the inclusion of up to 1,000 people is far too low in view of the threatening situation in Afghanistan and the person waiting in Afghanistan. Very few specifically endangered people are given the opportunity to find protection in Germany. «
